About the Elite Series

In its first full season, the series will be concentrated in Orlando, Florida and Hilton Head, South Carolina with one open Boys division and one open Girls division. 

The purpose of these events is to have junior golfers play on courses that mimic the setup of college golf which furthers the HJGT’s mission to grow the game of golf amongst juniors. Minimum yardages for Boys will be 7,000 yards (or as long as the course plays) while the girls will play 6,000 yards.

“We are extremely excited to add yet another layer of top notch events to the HJGT’s schedule,” said Mario Conte, Executive Director/Founder, HJGT. “These elite events will give our top players a chance to compete against the best competition on golf courses that are setup to mirror what they will see in college golf. With the support from the IJGT, IJGA, and BGGA these events will be successful immediately with some of the top juniors in the world.”

To qualify for these 84 player max field events one must be: in the Top 25% on the HJGT points list (at the time of sign up), in the Top 33% in the Junior Golf Scoreboard Rankings (at the time of sign up), a winner of an HJGT event in the last 365 days, a Top 5 finisher in any HJGT invitational, or a member of the 2018 All-HJGT team. At each event 5 scholarships will be awarded through the Hurricane Foundation based on financial need and playing ability.  “With the support of their partner International Junior Golf Tour (IJGT), the Bishops Gate Golf Academy (BGGA) and International Junior Golf Academy (IJGA) are proud to support the newly formed elite series events with their strongest students,” said Andrew Summers, CEO of IJGT, IJGA, and BGGA.  Students from these academies won seventy junior golf events, including many high profile national events, and through their participation will ensure that the HJGT elite series events have amongst the strongest fields in junior golf outside of the premier national events.”

The HJGT has also partnered with the Faldo Series and all top finishers from Elite Series events will qualify to play in the Faldo Series Grand finale. The Faldo Series has been around for 22 years and features the top players from around the world.

How to Qualify for Elite Series

Elite Series events are invitationals. You must meet the criteria below to be accepted into the event.

-Top 25% on the HJGT points list at the time of sign up

-Top 33% in the Junior Golf Scoreboard Rankings at the time of

-Winner of an HJGT event in the last 365 days

-Top 3 in any HJGT invitational

-Members of the 2018 All HJGT team

-5 wildcard HJGT staff selections per event

-5 scholarship players per event based on financial need and playing ability. Apply through the Hurricane Foundation.

Whats at Stake

- Junior Golf Scoreboard Ranking (JGS)

- Winners in each division will receive an invitation to the 2019 & 2020 Tournament of Champions. Second through Fifth place finishers will receive an invitation to the 2019 & 2020 National Championships. 

- Top 10 finishers receive points towards year end honors which includes ALL HJGT Teams and opportunity to meet your division ambassador

- Top 5 in each division will receive an invitation to the 2020 Mid Season Invitational.

Tour Policies

HJGT Scorecard Policy

When the HJGT provides mobile scoring devices, players must use these devices for scores to be officially submitted and count towards HJGT rankings and points. When mobile scoring devices are used, no paper scorecards will be used or submitted. When you are provided a mobile scoring device, please ensure it is returned in the same condition you received it.

USGA Rules

The USGA rules will govern all play. If between the group, a ruling cannot be established and there is no rules official in the vicinity, we ask you play two balls and a ruling will be administered in the scoring tent.  Competitors must announce to your marker or fellow competitor that you intend to play two balls and which ball you wish to count if the rules permit. Please do not sign scorecards until a ruling has been made official.

Tie Breakers

Tie breakers for first place only will be decided by a sudden death 1-hole playoff. The sudden death playoff will continue until we have a champion. If weather or darkness prevents the tour from completing the playoff Co-Champions will be awarded.

Distance Measuring Devices

The HJGT allows devices that measure distance only. Devices that measure wind and/or slope are not allowed.

Sibling Rate

The HJGT will offer families discounts that have two or more junior golfers. Participants who register one player at the normal rate will be eligible to register their brother or sister for $50 OFF. In order to receive this discount you MUST call the HJGT office. This rate is not available online and cannot be adjusted once the regular rate has been charged.

Rainouts and Inclement Weather

The HJGT will make every effort to play an event to the conclusion. We will continue play in wet weather and cold weather unless lightning or severe weather is in the near forecast. In the event the participants need to evacuate the course, tournament officials and the host facility will sound an air horn. Once the air horn is blown you must discontinue all play. Wherever your ball lies, please mark it and we will make every effort to continue play. If an event is shortened due to rain there will be no refunds or credits issued.

In the event a stipulated round is canceled due to inclement weather, the HJGT will make every effort to post a score for that particular day. 9 hole increments will be used for shortened rounds. An entire age division must be through at least the same 9 holes for the score to post for that day otherwise no scores will be posted.  If a stipulated round is completed by some groups and not others, the round WILL be official for those that finished the appropriate number of holes. No credits or refunds will be issued for shortened events.

In the event that NO golf is played and the ENTIRE event is canceled, HJGT accounts will be credited in full for the event *minus a $50 administration fee. The credit will be in the player’s account to use for entry into a future HJGT event.

Refund/Account Credit/Transfer Policy

The HJGT has a NO refund policy on all Memberships and Event Registrations purchased.  The following Account Credit policy has been issued for Event Registrations only.  Before withdrawing from a tournament please review our policies.  All WD requests must be submitted via email to info@hjgt.org. Your email will be returned within 48 hours. In the email please include the player’s name, reason for WD, and which option below you would like to choose. Please note that WD’s cannot be accepted over the phone and must be in writing. No exceptions will be made for any reason.    

  1. Requests for Account Credit that are received prior to 13 days before the first round will be honored minus a $25 administration fee.
  2. Requests for Account Credit that are received between 12 – 7 days before the first round will be honored minus 50% of the entry fee.
  3. A transfer may be requested up until 7 days prior to the first round. Please note that you must transfer your entry fee to a tournament of equal or lesser value or you will be charged the remainder of the balance. Participants are limited to one transfer per calendar year.
  4. No credits or transfers will be issued if a participant cancels their entry 6 days or less prior to the first round. No exceptions will be made.           

HJGT Withdrawal Policy

Due to the change in Junior Golf Scoreboard policies and the rise in number of withdraws in junior golf, the HJGT has instituted the following withdrawal policy. Once the player has decided to withdraw he or she must report to the tournament director. If a player fails to report to the tournament staff prior to withdrawing, their WD will be considered unjustified. If a player withdraws during the round for ANY reason the withdraw will be marked as a WD.

Unjustified Withdrawal An unjustified withdrawal is a situation where a player is clearly withdrawing due to poor play or lack of ambition. An unjustified withdrawal also includes withdrawing for any reason without notifying the tournament director. The HJGT takes unjustified withdrawals very seriously and will not be tolerated. An NC (No Card) or NS (No Show) will be issued next to the player’s name in the tournament results based on the situation. Once a player has accumulated two unjustified withdrawals, his or her membership will be suspended for the rest of the calendar year.

Did Not Start, No Show, Withdrawal, No Card, and Disqualification Policies:
**There are no more Justified Withdrawals. The junior golf community and rankings are no longer accepting JWD as a tournament designation.

Did Not Start – Not submitted for rankings (DNS):
If a player does not hit the first shot of the tournament for any reason, it will be recorded as a Did Not Start (DNS) and will not submitted for the rankings

No Show – Submitted for Rankings (NS):
If a player begins a tournament and completes one or more rounds, signs a scorecard, and does not show up for a subsequent tee time without contacting an official, it will be recorded as a No Show (NS) and all official round scores for the event will be submitted for rankings

Withdrawal – Submitted for Rankings (WD):
If a player begins a tournament and completes one or more rounds, signs a scorecard, and notifies an official they will not be going on, it will be recorded as a Withdrawal (WD) and all official round scores for the event will be submitted for rankings

No Card – Submitted for Rankings (NC):
If a player begins the tournament, and for any reason other than a justified withdrawal, fails to turn in a signed scorecard for a completed round, it will be recorded as a No Card (NC) and all official round scores for the event will be submitted for the rankings

Disqualification – Submitted for Rankings (DQ):
If a player tees it up and commits a USGA Rules infraction during the course of play or unintentionally fails to sign a scorecard before leaving the scoring area it will be recorded as a Disqualification (DQ) and all official round scores will be submitted for the rankings

Tournament Registration Deadlines

Deadlines to register for all events are 10 days before the 1st round. A lot of HJGT events fill up before the deadline so we always encourage players to register as soon as possible to ensure you get into the field. In the event the field is not full 10 days before the 1st round, the HJGT may allow late addition players after the deadline. This is solely at the discretion of the HJGT staff and the HJGT reserves the right to add any player after the deadline.

Official Time

The official time will be maintained at the starting tee(s) only.

Caddies and Pull Carts

Caddies are permitted at Majors ONLY in all age divisions. Pull carts are allowed in all age divisions. See our tournament schedule for events that are identified as Majors. Motorized pull carts are not allowed at any event. Boys 10 and under and Girls 13 and under can use caddies at ALL HJGT events.

A “caddie” is one who assists the player in accordance with the Rules, which may include carrying (transporting) or handling the player’s club during play. Along with the use of caddies comes the following strict guidelines and polices that all players and caddies will be held to.

  • Caddies will be allowed to transport the player’s clubs and equipment.
  • Caddies will be allowed to search for a player’s golf ball
  • Caddies will be allowed to clean a player’s golf ball
  • Caddies will be able to give players advice (Pace of Play Policy will be enforced)
  • Caddies will be allowed to use motorized carts.
  • Caddies will be allowed to transport a player only when shuttle holes have been designated on the Notice to Competitors, during evacuation/restart or back to a previous spot in order play in accordance with Rule 20-5 and then back to where the player was picked up. Penalty for breach of the Transportation Condition is: Two strokes for each hole at which the breach occurred; maximum penalty per round is four strokes.
  • Once the player’s tees off on his or her first hole the player may not gain a caddie during the round. A caddie must be designated prior to the first tee shot.
  • Players are not allowed to switch caddies during the play of a round.

Caddies ARE NOT ALLOWED TO:

  • Deliberately stand on or close to the extended line of play behind a player while the player is taking his or her stance until the stroke is made, get involved in ANY RULINGS, transport players when not authorized, use personal cell phones during the round.

 

The Hurricane Junior Golf Tour has the authority to eliminate or modify this policy at any time.

Breach of Policies and or rules by caddies

  • 1st Offense = Warning from an HJGT official
  • 2nd Offense = Caddie will be removed from the golf course

If a player can receive a penalty for a breach of a Rule then the same breach by their caddie will cause the player to receive the same penalty.

Spectator Policy
General Conduct
Your child is attempting to play at a national level and spectators will be held to a high standard at all HJGT events. Please be aware that coaching of any player, on the golf course, is not allowed. Quietly follow players and keep emotions to a minimum. Smoking and drinking should be kept to a minimum and is not encouraged at any of our events.
Phones
Cell phones are not to be used on the golf course. Please turn off all electronic devices or set them to a silent ring. Cell phones may be used at the clubhouse area (if the club permits).
Dress Code
All HJGT spectators are expected to dress appropriately at the host facility. Blue jeans, tank tops, short shorts, flip flops, and other casual attire should not be worn on the golf course.
Communication with HJGT Participants
Spectators may interact with players in the event of a health reason and handing them sunscreen, food, and beverage only. When a spectator decides to do this they should always do it in front of another spectator and/or other players. (Rule 8- Advice)
Rules Officials
Rules officials will be scattered throughout the golf course to assist players in need of rulings, to monitor pace of play, and for emergency situations. Players and spectators should notify a rules official when a situation arises on the golf course.
In the situation there is not a rules official nearby; a player should play a second ball under rule 3-3. Please be aware it’s the player’s responsibility to know the rules of golf.
Spectators should respect a rules situation. All spectators are asked to stay 25 yards away and not to be involved in the conversation. A spectator will be brought into a situation only if asked by the official.
Spectators should not confront Officials. If a spectator has a question, or information, for an Official it should be done away from the players and in a calmly manner
Advice (Rule 8. Advice; Indicating Line of Play)
"Advice is any counsel or suggestion that could influence a player in determining his play, the choice of a club or the method of making a stroke. Information on the Rules or on matters of public information, such as the position of hazards or the flagstick on the putting green, is not advice."
Spectators are encouraged to stay out of rulings entirely. As a spectator you do not want to put a player in a situation where he gets a wrong ruling and is disqualified. You also put the player at risk of breaching Rule 8 (advice). All spectators are highly encouraged to read through Rule 8 (advice) in its entirety.
Penalty for a breach of Rule 8(advice) is loss of hole in match play or two strokes in stroke play.
How to properly follow a group (Where you should stand & walk)
  • All spectators should follow players from a distance (at least 25 yards) and stay in the rough or on the cart paths. Spectators should NOT be in the fairways.
  • Always stay to the side of the action and remain calm and quiet.
  • Please keep up with your group. Move forward to the putting green when all shots have been completed.
  • Spectators must never be on the putting surface and should observe the putting green from a reasonable distance that will not interfere with the competitors.
  • Looking for Balls – As a spectator please help spot balls for all participants. This is a practice that helps our pace of play and is highly encouraged by all spectators. Please keep in mind the five minute rule.
Spectator Cart Policy
(The HJGT takes this policy very seriously and any breach will result in the spectator cart being taken away)
Carts may be rented by spectators based on course availability - the daily fee is determined by each individual club and will be posted in the tournament information page on the website.
Spectator carts are required to stay on the cart path at ALL times. If the golf course doesn't have cart paths then the cart must stay in the rough at all times. A maximum of three carts will be allowed per group. This is to ensure each group has the opportunity to purchase a spectator cart (based on availability). Carts may only move forward on the golf course (from tee to green) except in case of a weather evacuation. Carts may not move while competitors are playing a stroke Only 2 people per cart are allowed except during evacuation. Spectator carts will NOT be used for shuttling of players from green to tee unless stated on the Notice to Players (local rules sheet) that is given to each player. Spectator’s carts will be used to assist with evacuation of players and spectators and may leave the cart path as necessary during an evacuation. In the event that we need to evacuate the course, spectators who have a cart are encouraged to pick up as many juniors as possible to ensure quick safety. Spectator carts may carry water for players but no golf equipment and may also carry any other spectator's items such as umbrellas etc..
Appreciation of Golf Course and Staff
It is appropriate to express your appreciation to the host facility at the conclusion of an event. The golf course staff works very hard to ensure the course is in great shape and that we can have a enjoyable event. This significantly affects the HJGT being able to return to that particular facility in the future. Please set a great example for your child and all people present. As a spectator we ask that you also respect our volunteers and tournament staff. If it weren’t for the staff members and volunteers, the HJGT would not be able to run the caliber of event that you prefer.

When the first player in a group has begun play on their 1st hole all players in the group are deemed to be on the clock and subject to timing. Additional info:
All 18 holes on the golf course will be considered a checkpoint. The HJGT will utilize a color-coded card system (Green cards and Red cards). An HJGT staff member, inside the scoring area, will confirm penalties with groups. It’s the players responsibility to know what color cards they receive throughout the round. The 1st group of the day is measured against time par until they get into position with any group in front of them.
Timing Cards
Green Card– Your group is in position AND/OR under the allotted time through that checkpoint
Red Card– Your group is out of position AND over the allotted time par (BOTH conditions MUST be met).
1st missed checkpoint – warning* (warning remains for duration of the round) 2nd missed checkpoint – liable to a penalty of one stroke 3rd missed checkpoint – liable to an additional penalty of two strokes 4th missed checkpoint – liable to disqualification
*Once a group receives a red card, they will have 2 holes to get either back in position OR under time par. If after 2 holes the group is still out of position AND over time par the group is liable to receive another red card.
When the group is back in position OR under time par they will receive a green card.
*When a group falls behind- regardless of the reason it must regain its position. Time for ball searches, rulings and walking time between holes is included in all maximum allowable times
*The group will be liable to penalties if in the Committee’s view a reasonable effort was not made by the players to complete their round within the allotted time. Any penalties will be confirmed and issued in the scoring area. No conversation or issuing of penalties will take place on the course.
Definitions
Overall Time Par: is the allotted time expected that all groups will complete a round based on golf course and weather conditions, setup, forced walks and quality of field.
A player is allowed 40 seconds to play a shot. A competitor’s time begins when the competitor has had a reasonable opportunity to reach his or her ball, can do so without interference or distraction. Play ready golf. In position times are measured from “Flagstick to Flagstick”. Your group time begins when the group in front of you replaces their flagstick and ends when your group replaces the flagstick.
Out of Position: When the group falls more than 15 minutes behind the group in front of them (flagstick to flagstick time).
The HJGT encourages ready golf and strives for rounds under 4-hours and 30-minutes.
Hard Card

The current Rules of the United States Golf Association and the R&A govern play.

Complete text of Rules may be found in the current “Rules of Golf” and “Committee Procedures.”  Disregard Local Rules printed on club scorecards or posted at the course. Unless otherwise noted, the penalty for breach of a Local Rule is:

  • Match play -- Loss of hole
  • Stroke play -- Two strokes
Local Rules

OUT OF BOUNDS:

a) Defined by course-side points, at ground level, of white stakes, lines and perimeter fence      

b) When the course-side edge of a paved road or curb defines out of bounds, a ball that is  

     on or beyond the road or curb is out of bounds even though it may lie on another 

     part of the golf course.

PENALTY AREAS:  

a)      When a penalty area is bounded by out of bounds, the edge of the penalty area extends to and coincides with the out of bounds line.

b)      When a penalty area coincides with the out of bounds line, Local Rule B-2 is in effect allowing an additional relief option on the opposite side of a red penalty area equidistant to the reference point.

GROUND UNDER REPAIR: Defined by enclosed white lines. Other areas of ground under repair, even when not marked, include:

a)  French drains (trenches filled with stones or the like)

SEAMS OF CUT TURF: Model Local Rule F-7 is in effect.In the General Area or on the Putting Green, if the ball lies in or touches a seam of cut turf or a sod seam of cut turf interferes with the area of intended swing, the player may take relief under Rule 16.1. All seams within the area of cut turf area are considered the same seam

OBSTRUCTIONS AND INTEGRAL OBJECTS: 

a)  When located within hazards; liners in bunkers and artificial walls and pilings are  

      integral objects unless otherwise provided for in Notice to Players.

b)  White lined areas tying into obstructions are part of the obstruction.

c)  When closely attached to trees, wrappings, electrical wire, and cables are integral 

POWER LINES: “If a ball strikes the power line during play of a hole, the stroke is canceled and the player must play a ball as nearly as possible at the spot from which the original ball was played in accordance with Rule 14.6(Making Next Stroke from Where Previous Stroke Made).”   

PRACTICE PUTTING PROHIBITTED: Practice on or near the putting green of the hole last played and rolling a ball on the putting green of the last hole play is prohibited.  Penalty for breach is two strokes.

LIST OF CONFORMING DRIVER HEADS: 

Local Rule G-1 as prescribed in the Committee Procedures is in effect.

LIST OF CONFORMING GOLF BALLS:

Local Rule G-3 as prescribed in the Committee Procedures is in effect.

PACE OF PLAY:Players should make each stroke in NO MORE THAN 40 seconds.                        

SUSPENSION OF PLAY DUE TO A DANGEROUS SITUATION: 

During suspension of play, once the siren has sounded any participant who plays a shot will be disqualified. All practice areas are closed during suspension for a dangerous situation until the Committee has declared them open. Players who practice on closed practice areas will be asked to cease doing so; failure to comply may result in revocation of entry. 

SIGNALS FOR SUSPENSION OF PLAY:

a)  Suspension for a dangerous situation: One prolonged siren or air horn blast.

b)  All other types of suspension: Three consecutive air horn blast.

c)  Resumption of play: Two air horn blasts.

TERMS OF THE COMPETITION

OFFICIAL EVENT:

In all HJGT events, an official event may be constituted by reverting to the results of an earlier round. Eighteen holes may constitute an official event. 

CLOSE OF COMPETITION:

The competition is deemed to have closed when the winner has been announced, or in the absence of a prize ceremony, when all scores have been approved by the Committee.

Distance Measuring Devices: The HJGT permits the use of devices that measure distance only under rule 4-3. Devices that measure wind and/or slope are not permitted. Penalty for breach is disqualification.
 
Ear Phones And Cell Phones: The use of ear phones, cell phones, and devices that play music is prohibited during the stipulated round (this includes i-Pods).
 
Local Rules

Play is governed by the USGA Rules of Golf Booklet, as well as the Decisions on the Rules of Golf. This information supplements the HJGT Local Rules and Conditions of Competition (the hard card), which is fully incorporated herein. Disregard any local rules found on the Club scorecard or posted at the Club. Penalty for breach of a local rule is two strokes, unless otherwise provided.

 

1. Format: 36 holes of stroke play. (Par 72)

Boys Open Division - Blue HJGT Tees: 6,985 Yards

Girls Open Division - White HJGT Tees: 6,002 Yards

 

2. Out of Bounds: Defined by: The inside edge of white stakes, lines (the line itself is out of bounds) and fencing around the course. The inside edge (fairway side) of all public roads define Out of Bounds. A ball which crosses a public road defined as out of bounds and comes to rest beyond that road is out of bounds, even though it may lie on another part of the course.

 

3. Drop Zones: Have been added as an additional option for a ball that is in or is lost in a water hazard. The dropping zone may be used even though it may be closer to the hole than the point where the ball last crossed the margin of the water hazard.

 

4. Scoring: Scorecards must be signed, attested, and returned to the official scoring area after player has completed their round. A scorecard has been returned when the player has returned the card to an official in the designated scoring area and the player has left the designated area.

 

5. Ties: In case of a tie for 1st place in all divisions, a playoff will be immediately following the conclusion of the round as determined by the Committee. In the case of inclement weather the event may be shortened to 18 holes.

 

6. Unauthorized Transportation: Players must not ride on any form of transportation during a stipulated round unless authorized by the Committee. Unauthorized Transportation will result in a two stroke penalty.

HJGT STAFF WILL SHUTTLE FROM 9 to 10 AND 18 TO 1.

 

7. Pace of Play: 4:40 - Groups that are out of position and over their allotted time are subject to timing and penalties under 6-7. If a group receives a red card they will have two holes to get back into position or play under time par. If the group can not catch back up or fall into position, they will receive another red card and liable for penalty. If a group makes up time or falls back into position, they will be presented a green card.

 

8.Distance Measuring Devices & Electronic Devices: The HJGT allows distance measuring devices only. The use of portable communication devices, personal music systems, and the like are prohibited. Any participant found using a device during their round will be disqualified.

 

9. Rule 20.1c3: (Doubt to a procedure) If a player is a doubtful of his rights or the correct procedure during the play of a hole, he may without penalty, complete the hole with two balls. The player must announce to his competitors he is playing two balls and which ball he intends to score with. They must report all facts to the committee before turning the scorecard in even if the score is the same with both balls. If they fail to do so, the player is disqualified.

 

10. Local Rules:

-NEWLY SODDED AREA BEHIND #10 GREEN – If ball, player’s stance or swing is affected by newly sodded area, player will be granted nearest point of relief.

-PARKING LOT #7 – edge of parking lot defined as out of bounds.

-MAINTENANCE BUILDING #16 - If ball, player’s stance or swing is affected by newly sodded area, player will be granted nearest point of relief. Fence line connected to building defines out of bounds.
